Purpose of the Picadome Neighborhood Association (PNA)

The Picadome Neighborhood Association is a registered neighborhood association created by a group of engaged residents committed to building a friendly, connected, and vibrant community. Our mission is to foster neighborly relationships, enhance the beauty of our shared spaces, and advocate for the well-being of our neighborhood.

We host family-friendly events that bring neighbors together and create opportunities to build lasting connections. We also organize informational meetings featuring local leaders and experts to keep residents informed about issues that have impact our community.

A key focus of our work is environmental stewardship—expanding the tree canopy and introducing native flora to beautify and sustain our neighborhood.

Our efforts are guided by four core areas, each led by a dedicated volunteer director:

  • Public Policy – Sharing updates on local government and civic issues.
  • Neighborhood Safety Watch – Promoting safety and awareness.
  • Neighborhood Beautification – Enhancing green spaces and natural beauty.
  • Events – Organizing gatherings that bring neighbors together.

What is the difference between a registered neighborhood association (like PNA) and a homeowner’s association?

While Registered Neighborhood Associations (RNAs) and Homeowners Associations (HOAs) may sound similar, they serve different purposes and operate under different structures. Here’s a breakdown of the key differences:


🏘️ Registered Neighborhood Association (RNA) (PNA is an RNA)

  • Voluntary Membership: Residents choose whether or not to participate.
  • Purpose: Focuses on community building, advocacy, beautification, and communication with local government.
  • Authority: Has no legal authority to enforce rules or collect mandatory dues.
  • Structure: Typically organized by residents and may be registered with the city to receive updates, apply for grants, or participate in civic programs.
  • Examples of Activities:
    • Hosting block parties or clean-up days
    • Organizing neighborhood watch programs
    • Advocating for traffic calming or park improvements

🏡 Homeowners Association (HOA) (PNA is NOT an HOA)

  • Mandatory Membership: If you buy a home in an HOA-governed area, you are automatically a member.
  • Purpose: Enforces rules (called Covenants, Conditions & Restrictions or CC&Rs) to maintain property values and community standards.
  • Authority: Has legal power to enforce rules, levy fines, and collect dues or assessments.
  • Structure: Typically established by a developer and governed by a board of directors elected by homeowners.
  • Examples of Responsibilities:
    • Enforcing architectural guidelines (e.g., paint colors, fences)
    • Maintaining shared amenities (e.g., pools, clubhouses)
    • Collecting dues for maintenance and services

The Picadome Neighborhood Association was founded February 24, 1988.  It is registered with the Secretary of State as a corporation in good standing.
